As a result of the unit prices bid by the Contractor, there are additional funds remaining for this Project. The
Engineering Department recommends expending these funds for the installation of 4 additional solar powered
bus -shelters.

The City of National City and Contractor agree to the following change to the original Contract:
The Contractor agrees to install 4 additional solar powered bus -shelter units (each unit includes one bench and
trash receptacles per the contract) at the bid unit price in the manner specified in the contract documents at
locations to be determined by the Enigeerng Department. The Contractor and City agree that the Contractor
shall be paid the unit price for each bus -shelter installation. The Contractor and City agree that the Contractor
shall receive an additional $2,000.00 in compensation for traffic control. The Contractor and City agree that all
costs included and requirements of the original bid shall apply and there shall be no other additional costs or
;deductions. **Special Note: This Change Order requires Council approval before it can become part of the
contract.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY
AUTHORIZING THE MAYOR TO EXECUTE CHANGE ORDER NO. 1
WITH SADIE CONSTRUCTION IN THE NOT TO EXCEED AMOUNT OF $30,900
TO PROVIDE AND INSTALL FOUR ADDITIONAL BUS SHELTER UNITS
AND TRAFFIC CONTROL FOR EACH LOCATION FOR
THE CITYWIDE BUS BENCH -SHELTER INSTALLATION PROJECT
WHEREAS, on February 7, 2012, the City Council adopted Resolution No.
2012-38, awarding a contract in the amount of $84,475 to Sadie Construction, Inc., to provide
and install 11 bus shelter units and traffic control for each location for the National City Citywide
Bus Bench -Shelter Project; and
WHEREAS, due to the lower than expected bid price, the City desires to increase
the number of solar -powered bus shelter units with benches and trash receptacles from 11, the
original contract amount, to 15; and
WHEREAS, a change order to the contract is appropriate because the additional
cost for the four additional bus shelter units is $30,900, which exceeds 25% of the original
contract amount, bringing the total not to exceed amount of the contract to $115,375.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
National City hereby authorizes the Mayor to execute Change Order No. 1 to the contract with
Sadie Construction in the not to exceed amount of $30,900 to provide and install four additional
bus shelter units and traffic control for each location for the Citywide Bus Bench -Shelter
Installation Project. Said Change Order is on file in the office of the City Clerk.

Explanation
On January 23, 2012, nine bids were received and opened for the National City Citywide Bus
Bench -Shelter Project, Specification 11-05. The lowest responsive bidder was Sadie
Construction, Inc. with a proposed bid amount of $84,475.
On February 7, 2012, Council awarded the project to Sadie Construction via Resolution 2012-
38. The original contract was for 11 solar -powered bus shelter units with benches and trash
receptacles. Due to the lower than expected bid price, budget is available to purchase and
install new shelter units at 4 additional locations.
The Contractor has agreed to purchase and install the new shelter units at the bid unit price of
$7,225 per unit, plus $2,000 for additional traffic control associated with the four new locations,
for a total cost of $30,900. Because the amount for additional shelter units exceeds 25% of the
original contract amount, we are seeking Council approval for this Change Order #1.
As included in the contract, the eleven original locations identified for installation of the shelter
units are:
• Euclid Ave @ Plaza Blvd (NB)
• Euclid Ave @ Plaza Blvd (SB)
• Euclid Ave @ 9th St (SB)
• Euclid Ave @ 8th St (NB)
• Euclid Ave @ 4th St (SB)
• Euclid Ave @ 4th St (NB)
• Highland Ave @ 24th St (SB)
• Highland Ave, 2600 Block (NB)
• Highland Ave @ 28th St (NB)
• Highland Ave @ 30th St (SB)
• Highland Ave @ 30th St (NB)
These eleven locations were presented to City Council on September 27, 2011 and ultimately
selected for the contract based on the following criteria:
1) Ridership
2) Proximity to hospitals,
senior housing, schools,
retail / shopping centers
3) Existing amenities
4) Corridor consistency
5) Requests from residents
Using this same criteria, staff recommends that Council approve the Change Order #1 to Sadie
Construction, to install four additional shelter units at the following locations (see attached detail
sheets with photos for each location):
