This community partnership agreement between Operation Samahan, a 501(c)(3) non-profit organization,
and the City ofNational City ("CITY"), collectively referred to as "the Parties" is entered into this day
of March, 2013.
RECITALS
WHEREAS, National City Drug Free Coalition ("NCDFC") is a program under Operation
Samahan, a 501(c)(3) non-profit organization.
WHEREAS, NCDFC is focused on the prevention of drug, tobacco, and alcohol use by National
City youth and Operation Samahan requests the assistance of the National City Police Department in
achieving the stated goal of NCDFC.
WHEREAS, the CITY has an interest in preventing drug, tobacco, and alcohol use by National City
youth and desires to form a partnership with NCDFC.
NOW, THEREFORE, the Parties agree as follows:
1) Operation Samahan, through NCDFC, will be held responsible to:
a) Create and follow NCDFC by-laws and policies
b) Formulate NCDFC goals and objectives.
c) Oversee operations of activities, programs, and paid staff.
d) Continue to increase new membership of NCDFC.
e) Create and follow a strategic action plan.
f) Create a credible and relevant sustainability plan which includes volunteer membership and
resources, both financial and material.
g) Respects the rights of NCDFC members to hold their own opinions and beliefs.
2) CITY, through the National City Police Department, will perform the following tasks:
a) Facilitate clear communication between the CITY and NCDFC.
b) Serve as a positive role model for youth, families, and peers.
c) Support NCDFC's mission and goals.
d) Attend coalition meetings, which are held on a bi-monthly (every other month) basis.
e) Participate in at least one subcommittee of NCDFC
f) Attend coalition sponsored trainings, town hall meetings, and community events when necessary.
g) Provide input to the strategic planning process.
h) Assist in sustaining the coalition's capacity, involvement, and energy.
i) Assist with prevention efforts against youth substance use through environmental strategies.
j) Assist in providing resources for educational and awareness presentations for coalition
members, student and parent groups, and community organizations.
k) Assist in procuring reports, data, and statistics from National City Police Department's
records division as allowed by law.
3) CITY shall assist with the activities set forth in section 2 (above) only to the extent that the CITY
has sufficient resources available. Such determination shall be made at the sole discretion of the

Chief of Police.
4) The term of this Agreement shall be one year from the effective date. The Parties shall have the
option to renew this Agreement for three (3) consecutive one-year terms. Such option shall be
exercised in writing signed by both parties.
5) CITY may terminate this Agreement at any time, with or without cause, by providing a 1-day
written notice to NCDFC.
6) Operation Samahan shall defend, indemnify and hold CITY, its officers, employees and agents
harmless from any liability for damage or claims of same, including but not limited to personal
injury, property damage and death, which may arise from Operation Samahan, its subcontractors,
agents, or employee's operations under this Agreement. CITY shall cooperate reasonably in the
defense of any action, and Operation Samahan shall employ competent counsel, reasonably
acceptable to the City Attorney.
IN WITNESS WHEREOF, this Agreement is executed by CITY and Operation Samahan on the date
first above written.
