RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY
AUTHORIZING THE MAYOR TO EXECUTE A REQUEST FORM FOR
A COOPERATIVE WORK AGREEMENT FROM THE STATE OF
CALIFORNIA DEPARTMENT OF TRANSPORTATION (SANDAG)
TO EXTEND THE BUDGET AUTHORITY FOR THE 8111 STREET
SAFE ROUTES TO SCHOOL PROJECT, STATE PROJECT
NO. SR2SL-5066(019), FROM THE JUNE 30, 2015 EXPIRATION
DATE TO JUNE 30, 2016 TO ALLOW FOR REIMBURSEMENT
OF ELIGIBLE PROJECT EXPENDITURES
WHEREAS, in October 2010, the City of National City was awarded a
$450,000 Safe Routes to School ("SR2S") Grant for 8th Street between "D" Avenue
and Highland Avenue; and
WHEREAS, this project was combined with a $2 Million SANDAG
Smart Growth Incentive Program Grant and other funding sources to provide traffic
calming and pedestrian and bicycle safety enhancements on 8th Street between the
Trolley Station and Highland Avenue, which is currently in construction; and
WHEREAS, on September 22, 2014, staff was notified that SR2S Grant
funding for the project would expire on June 30, 2015, unless City Council approves a
request for a Cooperative Work Agreement ("CWA") with Caltrans by October 24,
2014; and
WHEREAS, based on the expanded project scope, additional time is
needed to complete construction.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of National City hereby authorizes the Mayor to execute a Request Form for a
Cooperative Work Agreement from the State of California Department of
Transportation (SANDAG) to extend the budget authority for the 8th Street Safe
Routes to School Project, State Project No. sr2sI-5066(019), from the June 30, 2015
expiration date to June 30, 2016 to allow for reimbursement of eligible project
expenditures.

EXPLANATION
In October 2010, National City was awarded a $450,000 Safe Routes to School
(SR2S) Grant for 8th Street between "D" Avenue and Highland Avenue. This project
was combined with a $2 million SANDAG Smart Growth Incentive Program Grant and
other funding sources to provide traffic calming, pedestrian and bicycle safety
enhancements on 8th Street between the Trolley Station and Highland Avenue. The
project is currently in construction.
On September 22, 2014, staff was notified that SR2S Grant funding for the project
would expire on June 30, 2015 unless City Council approves a request for a
Cooperative Work Agreement (CWA) with Caltrans by October 24, 2014. Based
on the expanded project scope, additional time is needed to complete
construction. Therefore, staff recommends approving the CWA request and
authorizing the Mayor to sign the CWA Request Form.
