VkV,. 1?Rt'4-.)\ RESOLUTION NO. 2016 — 57 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE APPROPRIATION OF DEVELOPMENT IMPACT FEES IN THE AMOUNT OF $11,500 TO FUND A CONTRACT WITH CASTLE STEEL BUILDINGS FOR THE ENCLOSURE OF THE RESERVE FIRE ENGINE PROTECTIVE SHELTER LOCATED AT FIRE STATION NO. 34 WHEREAS, over the last several years, the National City Fire Department ("NCFD") has acquired several apparatus with the use of a combination of grant funds, Lower Sweetwater Fire Protection District service fees, development impact fees, and general fund contributions; and WHEREAS, due to limited space inside Fire Station No. 34, reserve apparatus have been placed outside on the training ground under the open Reserve Fire Engine Protective Shelter (the "Shelter") that was approved by the City Council through the adoption of Resolution No. 2012-94 on May 1, 2012; and WHEREAS, enclosing the Shelter to ensure the longevity of the reserve apparatus was included in the original project scope, but could not be funded due to insufficient Development Impact Fees being available when the purchase of the Shelter was approved by the City Council on May 1, 2012; and WHEREAS, NCFD desires to use a portion of their approximately $90,000 share of the development impact fees to enclose the Shelter with panels on the sidewalls and vinyl fabric curtains on each end to complete the original project; and WHEREAS, after reviewing the three informal bids received for the work, only Castle Steel Buildings' bid included enclosing the protective shelter with panels on the sidewalls and vinyl fabric curtains on each end, for the not to exceed amount of $11,500. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City hereby authorizes an appropriation of Development Impact Fees in the amount of $11,500 to fund a contract with Castle Steel Buildings for the enclosure of the Reserve Fire Engine Protective Shelter at Fire Station No. 34 with panels on the sidewalls and vinyl fabric curtains on each end to complete the original project and ensure the longevity of the reserve apparatus. Resolution VA,-©‘,vmvs moo• ao\G-5`� NATIONAL CITY FIRE DEPARTMENT STAFF REPORT ISSUE STATEMENT: Over the last several years, the National City Fire Department has acquired several apparatus with the use of a combination of grant funds, Lower Sweetwater Fire Protection District service fees, development impact fees, and general fund contributions. These acquisitions have been great additions to the NCFD. However, due to limited space inside Fire Station #34 to house the apparatus that have been placed in reserve status, the reserve apparatus have been placed outside on the training ground under an open protective shelter that was approved by the City Council through the adoption of Resolution No. 2012-94 on May 1, 2012 (copy attached for your reference). To further protect the reserve apparatus, the NCFD would like to enclose the open protective shelter. This expenditure will complete the original project scope, which could not be funded entirely due to insufficient Development Impact Fees being available when approved by the City Council on May 1, 2012. Impact fees help pay for the cumulative impact of new development through infrastructure improvements and additions, thereby also contributing to the community's economic development. Development impact fees are one-time charges applied to offset the additional public-service costs of new development. They are usually applied at the time a building permit is issued and are dedicated to the provision of additional services, such as water and sewer systems, roads, schools, libraries, and parks and recreation facilities, made necessary by the presence of new residents in the area. The funds collected cannot be used for operation, maintenance, repair, alteration, or replacement of existing capital facilities and cannot just be added to general revenue. They are essentially user fees levied in anticipation of use, expanding the capacity of existing services to handle additional demand. The amount of the fee must be clearly linked to the added service cost, not some arbitrary amount. The NCFD receives a share of the development impact fees that are charged by the City. Currently, the NCFD's share of development impact fees is approximately $90,000. The NCFD received three quotes. Although Castle Steel Buildings is slightly higher in cost, they can enclose the protective shelter with panels on the sidewalls and vinyl fabric curtains on each end; whereas, the other companies could not provide the curtains. Castle Steel Buildings is $11,500 with the vinyl fabric curtains included 1 PCIW Steel is $11,410.87 with no curtains Barnes building is $10,428.00 with no curtains The NCFD would like to award the building contract to Castle Steel Buildings and apply $11,500 of development impact fees to enclose the protective shelter with panels on the sidewalls and vinyl fabric curtains on each end. The protective shelter will ensure the longevity of the NCFD's reserve apparatus. This expenditure will complete the original project scope, which could not be funded entirely due to insufficient Development Impact Fees being available when approved on May 1, 2012 through the adoption of Resolution No. 2012-94. Said bond shall be in the for the payment in full of the /v RESOLUTION NO. 2016 — RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE APPROPRIATION OF DEVELOPMENT IMPACT FEES IN THE AMOUNT OF $11,500 TO FUND A CONTRACT WITH CASTLE STEEL BUILDINGS FOR THE ENCLOSURE OF THE RESERVE FIRE ENGINE PROTECTIVE SHELTER LOCATED AT FIRE STATION NO. 34 WHEREAS, over the last several years, the National City Fire Department ("NCFD") has acquired several apparatus with the use of a combination of grant funds, Lower Sweetwater Fire Protection District service fees, development impact fees, and general fund contributions; and WHEREAS, due to limited space inside Fire Station No. 34, reserve apparatus have been placed outside on the training ground under the open Reserve Fire Engine Protective Shelter (the "Shelter") that was approved by the City Council through the adoption of Resolution No. 2012-94 on May 1, 2012; and WHEREAS, enclosing the Shelter to ensure the longevity of the reserve apparatus was included in the original project scope, but could not be funded due to insufficient Development Impact Fees being available when the purchase of the Shelter was approved by the City Council on May 1, 2012; and WHEREAS, NCFD desires to use a portion of their approximately $90,000 share of the development impact fees to enclose the Shelter with panels on the sidewalls and vinyl fabric curtains on each end to complete the original project; and WHEREAS, after reviewing the three informal bids received for the work, only Castle Steel Buildings' bid included enclosing the protective shelter with panels on the sidewalls and vinyl fabric curtains on each end, for the not to exceed amount of $11,500. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City hereby authorizes an appropriation of Development Impact Fees in the amount of $11,500 to fund a contract with Castle Steel Buildings for the enclosure of the Reserve Fire Engine Protective Shelter at Fire Station No. 34 with panels on the sidewalls and vinyl fabric curtains on each end to complete the original project and ensure the longevity of the reserve apparatus.
