and
National City Police Officers' Association
The City of National City of National City ("City") and the National City Police Officers'
Association ("POA") have met and conferred in good faith regarding the representation of Senior
Police Dispatchers set forth in this Side Letter Agreement, which Side Letter shall be effective
upon Council approval on June 20, 2017. Specifically, the City and POA agree that Article 1 of
the Memorandum of Understanding between the City and POA with effective dates January 1,
2016 through December 31, 2018 shall be amended to state as follows:
Article 1
The City continues to recognize the Association as the formally recognized majority employees'
organization for the following full-time employees of the National City Police Department:
(A) Sworn Positions:
Police Lieutenant
Police Sergeant
Police Corporal
Police Officer
Animal Control Officer
(B) Non -Sworn Positions:
Police Recruit
Senior Police Dispatcher *
* The Police Officer Association (POA) will continue to represent ��ncumbent
Senior Police Dispatchers hired on or before June 19, 2017 until the presentsuch
incumbents vacates the positions). Thereafter, the positionEmployees hired or promoted
into the position of Senior Police Dispatcher on or after June 20, 2017 will be represented
by the Municipal Employees' Association (MEA),If the City increases the base pay and/or
benefits for the MEA represented Senior Police Dispatcher, any such increase shall also
apply to the POA incumbent Senior Police Dispatcher until such time as the POA
represented position is vacated.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY
APPROVING A SIDE LETTER AGREEMENT TO ARTICLE 1 (RECOGNITION)
OF THE MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE CITY
AND THE NATIONAL CITY POLICE OFFICERS' ASSOCIATION AS IT
RELATES TO THE REPRESENTATION OF SENIOR POLICE DISPATCHER
WHEREAS, the City of National City of National City and the National City Police
Officers' Association ("POA") have met and conferred in good faith and desire to modify Article 1
(Recognition) of the Memorandum of Understanding "MOU") between the City and the POA as it
relates to the representation of senior police dispatcher; and
WHEREAS, this Side Letter Agreement states that Senior Police Dispatchers
hired on or before June 19, 2017 will continue to be represented by the Police Officer
Association ("POA") until such incumbents vacate the position(s), but Employees hired or
promoted into the position of Senior Police Dispatcher on or after June 20, 2017, will be
represented by the Municipal Employees' Association ("MEA"); and
WHEREAS, if the City increases the base pay and/or benefits for the MEA
represented Senior Police Dispatcher, any such increase shall also apply to the POA incumbent
Senior Police Dispatcher until such time as the POA represented position is vacated; and
WHEREAS, the Side Letter Agreement shall become effective upon City Council
approval on June 20, 2017. The City and the POA agree that Article 1 of the Memorandum of
Understanding between the City and the POA with effective dates of January 1, 2016 through
December 31, 2018 is amended to include this Side Letter Agreement.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
National City hereby approves the Side Letter modifying Article 1 (Recognition) of the
Memorandum of Understanding between the City and the POA as it relates to the
representation of senior police dispatcher.
PASSED and ADOPTED this 20th day of June, 2017.

EXPLANATION
The purpose of this Side Letter Agreement is to modify Article 1 of the Memorandum of
Understanding (MOU) between the City and the National City Police Officers' Association
(POA), Recognition. Police Dispatchers and the Police Dispatch Supervisor are represented by the
Municipal Employees Association (MEA). As currently stated in Article 1 of the POA MOU,
Senior Police Dispatcher, the lead classification that organizationally sits between Police
Dispatcher and Police Dispatcher Supervisor, is represented by POA until the present incumbent
vacates the position. Thereafter, the position will be represented by MEA.
The Communications Unit is a critical component of the National City Police Department with
Police Dispatchers on duty 24 hours a day, 7 days a week. In evaluating the Communication Unit,
the Police Department identified an immediate need to have an additional lead position, or Senior
Police Dispatcher to assist in providing leadership coverage for this around the clock function.
The National City Police Department will maintain its current authorized staffmg levels. Should
this side letter be approved, the Human Resources Department will reclassify an existing Police
Dispatcher vacancy to Senior Police Dispatcher thus maintaining the current number of approved
full-time equivalent positions for the Communications Unit.
Fiscal Impact: there is no fiscal impact directly associated with this item. However, as noted
above, if approved, an existing Police Dispatcher will be reclassified and filled at the Senior Police
Dispatcher level. The fiscal impact will be the incremental increase in compensation between
Police Dispatcher and Senior Police Dispatcher. The incremental increase to salary is estimated to
be $4,452 annually, the cost of which will be absorbed through Police Department salary savings.
A companion item on the same June 20, 2017 requests the approval of the Fiscal Year 2018 salary
schedule for MEA. Senior Police Dispatcher has been included in said proposed schedule. Should
the City Council not approve this side letter agreement, the Council should direct staff to delete
the classification from the MEA Fiscal Year 2018 salary schedule prior to its approval.
