Federal Work Study Program Agreement
For Public, Non -Profit, Literacy (America Reads) and
Community Service Positions
The Federal Work Study program makes funds available to institutions of higher education in order
to pay needy students in eligible jobs. Students may be employed by a public, non-profit
organization/agency or in an approved literacy or community service program, with the exception
of those engaged in religious or political activities.
This agreement is entered into between Vocational Training Institutes, Inc., dba Pima Medical
Institute, hereinafter known as the "Institution" and National City Public Library hereinafter known
as the "Organization."
1. The Institution shall be deemed the employer for purposes of this agreement.
2. The Institution shall (if at all possible) make applicants available to the Organization.
3. The Organization shall have the privilege of accepting or rejecting applicants sent by the
Institution. The Organization agrees that no student will be denied work or subjected to
different treatment under this agreement on the grounds of race, color, national origin, or sex. It
further agrees that it will comply with the provisions of the Civil Rights Act of 1964 (Pub. L.
88-532; 78 Stat 252) and Title IX of the Education Amendments of 1972 (Pub L. 92-318) and
the Regulations of the Department of Education which implements these Acts.
4. The Institution shall maintain in the students' financial aid file, the rate of pay and the student's
total eligibility amount. The School will pay to the student 100% of their compensation and
receive reimbursement from the U. S. Department of Education for a percentage previously
mandated by the Department (not less than 75%).
5. The Organization agrees that the student will be placed in work conditions which comply with
the Occupational Safety and Health Act of 1970. The Organization shall instruct and supervise
the student in order to ensure that the job is adequately accomplished. The Organization shall
be in full command of the student at all times during the students' work hours. The
Organization, at any time, may discharge the student.
6. The Institution shall be limited to determining that the student meets Federal Work Study
program eligibility requirements, assigning students placed with the Organization and to
determining that the students do perform their required duties. Officials of the Institution may
counsel with the student regarding work performance at any time.
7. PAYROLL:
Student compensation for work performed under this agreement shall be disbursed to the student
twice monthly by the Institution. All employers' contributions under state or local Workmen's
Compensation, Federal Social Security or other applicable laws will be the responsibility of the
Institution. The Institution will cover all work study employees under its Workmen's

Compensation plan. The student hereby agrees that Workmen's Compensation will be the
exclusive remedy in case of injury or accident.
8. It is the student's responsibility to submit to the Institution timesheets indicating the total hours
worked each pay period containing the Supervisor's certification as to the accuracy of the hours
reported and satisfactory performance on the part of the student.
9. Weekends, holidays or vacation periods are not authorized under the Federal Work Study
program.
10. The Institution can require the student to terminate employment due to the receipt of other
financial aid, which exceeds the student's financial need. While every effort will be made to
adjust the other forms of aid and notify the Organization in advance of such an adjustment, on
rare occasions, it may be necessary to so terminate without advance notice. The Institution may
also require the cessation of employment if the Federal allocation of funds is exhausted.
11. An interruption such as a leave of absence (LOA) or if the student is terminated or withdraws
from their educational training will result in a student's discharge from participation in the
Federal Work Study program.
12. The Organization certifies that its' organization is a public, non-profit, approved literacy or
community service program and that the student's job assignment will not involve religious or
political activities and is in the public interest.
13. The Institution shall incur no liability in case of damage or injury caused by the student or
resulting from voluntary termination by the student of his/her employment with the
Organization.
