CORPORATE° CHANGE ORDER NO. 1 August 14, 2018 Reason/Purpose for this Change Order: 1. Public Library Wattstopper System Repairs: The City asked Ameresco for a scope and price to repair and improve the existing Wattstopper lighting control system at the Public Library; 2. MLK Community Center Temperature Sensor Additions: During wireless thermostat construction at the MLK Community Center, Ameresco discovered that the placement of three wall -mounted thermostats was not good for proper system operation. At the City's direction, Ameresco added three duct -mounted sensors to address the issue; 3. Extension of Time: The City and Ameresco mutually agreed in March 2018 that it was in the City's best interest for the City to re -roof the Civic Center and Police Station before Ameresco installed solar power systems on the two buildings. The City and Ameresco agreed in principal that Ameresco would extend the duration of its work at no additional cost to the City, provided that the City would extend the project completion date. The City of National City and Contractor agree to the following change to the original Contract: 1) Public Library Wattstopper System Repairs - Attachment E; 2) MLK Community Center Temperature Sensor Additions - Attachment F; 3) Extension of Time. See attached Change Order Request No. 1 Revision 2 dated August 14, 2018 for backup. Contract completion has been extended to January 3, 2019. If this Change Order is approved, Contractor will provide all of the equipment, materials and labor necessary to provide a complete work as described above at that the price stated herein. Additionally, Contractor confirms that the price is fair and complete and represents all costs associated with the work, including but not limited to all equipment, materials, labor, supervision, overhead, fees, bonds, insurance, profit, etc. and that there will be no further compensation. In some cases, the panel's relays had failed and prior maintenance staff bypassed the relays and hard -wired the system to enable the lighting continuously. For example, the parking lot fixtures run continuously. In other cases, clock system maintenance is necessary to properly schedule the control's timing. In the course of evaluating this opportunity, we met David Johnson, the person who originally installed the Wattstopper system. David has the original records for the system and can use them as a tool when planning the retrofits with Ameresco and the City. David maintains a lot of Wattstopper panels similar to the system at the Public Library, and he has seen many analog controllers (like the product at the Public Library) fail due to age. These analog controllers are obsolete and no longer manufactured. Recommended Modifications Ameresco will replace the existing analog controllers with new digital hardware and associated software. This equipment will be accessible via the internet Product literature is included in Attachment G. All of these retrofits will comply with the 2016 California Energy Code requirements for lighting controls. Detailed Project Scope The following is included in the Wattstopper controller upgrade scope of work: • Survey the configuration of the existing controls. • Review the controller operation with City staff and jointly determine the configuration and settings of the controller. • Retrofit existing analog controller with a Wattstopper LIA-WEB controller using the City's stated sequence of operations. • Repair inoperable ancillary controls within the Wattstopper panel. • Reconnect wiring that is currently disconnected inside the controller according to the jointly agreed configuration. • Provide internet interface and associated graphics. • Start up and commission the system according to Wattstopper directions included in Change Order documentation. 2 AMERESCO Green • Clean • Sustainable Change Order Request #1 • Cleanup work area and dispose of any construction debris in Ameresco-supplied waste bins and remove from site. • On site training at a time after the modifications, on a mutually agreeable date. > Exclusions • Asbestos or lead sampling, testing or removal. • Repair of existing damaged or faulty electrical equipment and wiring outside of the existing Wattstopper controller panel. • Electrical distribution system upgrades required to meet current electrical codes. • Engineering or modification of fire alarm or life safety equipment. • Stamped and signed engineering plans and specifications. Assumptions Assumptions made in the development of this proposal include: • All work surfaces are free of asbestos and other hazardous materials. CNC is responsible for any hazardous material abatement. • The cost of the project does not include any repair or upgrades of existing electrical distribution systems that are not up to current codes. Utility Interruptions Interruptions of lighting system operation will occur, however, they will be isolated to the area of work and their duration minimized through carefully planned installation phasing. Installation schedules will be coordinated with site personnel to minimize the impact on building occupants. Other > Equipment Service Life The equipment service life for the major components includes: • Replacement relays - 40,000 operations. > Warranty Ameresco provides a 1-year warranty for materials and labor for the retrofit. 3 AMERESCO Green • Clean • Sustainable Change Order Request #1 Attachment F — MLK Community Center Temperature Sensor Additions General Description > ECM Summary Early in the operation of the wireless temperature controls Work at the MLK Community Center, the City and Ameresco realized that existing thermostat locations were not supporting temperature control. After discussing options, the City directed Ameresco to add three temperature sensors to return air ducts. Modifications Add three temperature sensors, integrated into the wireless temperature controls Work. Detailed Project Scope The following Work was provided: • Add a duct mounted temperature sensor to HP-02. • Add a duct mounted temperature sensor to HP-09. • Add a duct mounted temperature sensor to HP-10. • Integrate details related to these sensors into the training and operations & maintenance manuals. > Exclusions • Asbestos or lead sampling, testing or removal. • Electrical distribution system upgrades required to meet current electrical codes. • Engineering or modification of fire alarm or life safety equipment • Stamped and signed engineering plans and specifications Assumptions Assumptions made in the development of this proposal include: • All work surfaces are free of asbestos and other hazardous materials.
