ORDINANCE: INTRODUCTION FINAL ADOPTION FINANCE MIS STAFF RECOMMENDATION: Adopt the resolution approving the Rancho Arroyo Villas Subdivision Map, accepting on behalf of the public certain easements, authorizing the vacating of future unused easements, and authorizing the Mayor and City Clerk to sign the map. Resolution L020- ar- Explanation: Bartizan Investments, LLC (Owner), a Nevada Limited Liability Company, is the owner of the property located at the south end of "C" Avenue, APN 562 170 0900, south of E. 27th Street in the undeveloped canyon area. The Owner has proposed a subdivision of the property into five parcels in order to build five new single family homes. The parcel is currently vacant and approximately 36,000 square feet in size. Access to the proposed lots would be from an existing easement located at `C' Avenue, south of E. 27th Street (See attached location map). The property contains a ten foot wide sewer easement with an eight inch sewer main. Most of the sewer main and the ten foot sewer easement will be rerouted into the proposed sewer alignment, as dedicated on the map. The existing unused section of the easement is abandoned pursuant to section 6643(g) of the Subdivision Map Act. The Owner will provide, on this map, an easement for access and utilities for the benefit of Parcels 1, 2, 3, 4, and 5. Access is also intended for the benefit of the City of National City fire protection purposes and the City of National City Public Works service vehicles and crews. The Owner has provided a Private Road Maintenance Agreement providing for joint maintenance, by and among, said Parcels 1, 2, 3, 4, and 5 of the common roadway within the easement area. The final map was submitted on September 11, 2019 for review to ensure compliance with all City and State requirements and technical correctness. Staff has reviewed the map and found it substantially complies with the tentative map and that it is technically correct and complies with the requirements of the Subdivision Map Act and National City Municipal Code Chapter 17, Subdivisions.
