Dear Ms. Mills,
The City of National City entered into a contract with the City of Chula Vista for Animal
Care services for one year, FY 20/21, with three additional one-year options to extend the
contract.
We accept the proposal outlined in your letter dated February 18, 2021 in which the City
of Chula Vista will continue to provide Animal Care Services for the City of National
City for FY 21/22 at a contract price of $412,612, or $34,384 monthly.

The City of Chula Vista and the City of National City entered into a contract for Animal
Care Services for one year (July 1, 2020-June 30, 2021), with 3 additional one-year
options to extend the contract.
For calendar year 2020, the Chula Vista Animal Care Facility took in 3,306 animals. Of
these, 518 (15.67%) were from the City of National City. The contract calculations
utilize a three-year average utilization to benefit both parties. The percentage for the
City of National City for the previous two years were 15.45% and 20.35% respectively.
The three-year average is 17.16%. The contract also caps increases/decreases at 5%
from the prior year. Therefore, the FY22 proposed calculation is 5% less than the FY21
contract amount. The City of Chula Vista is proposing to provide animal care services to
the City of National City for FY 21/22 at a contract price of $412,612, or $34,384
monthly,
National City residents also benefit from services we provide through grants and
donations. Usually between 15-20% of our low cost Spay/Neuter appointments and 13-
16% of free microchip/rabies appointments are from National City residents. This past
year during COVID we operated a pet pantry delivery service for people in need. 52% of
people were from NC, representing 61 % of the pets served.
